POE 3.29 makes the Vox Twins feel rarer than they really are because the questline and the contract hunt run on different tracks. You can finish Hana's rescue, spend hours opening Heist content, and still wonder whether your character is stuck or simply having terrible RNG. That uncertainty can drain your POE currency, especially when you start buying contracts before checking the quest state. The fix is to treat the problem as two separate jobs: confirm Kurai's story progression, then search for Contract: The Twins.
First, Make The Rescue Count
Contract: The Rescue is more than a quick Hana pickup. After the rescue objective updates, stay in the area and let the Vox conversation finish. The alarm sequence should begin before you leave, and the safest exit is the normal contract escape rather than rushing out the moment Hana is safe. Return to Rogue Harbour afterward and speak with Kurai. Her dialogue or objective should show that the next stage has opened.
The Checkpoint Most Players Miss
A missing Kurai conversation is not solved by blindly running more maps. From what I've seen, players often remember rescuing Hana but forget whether they waited for the full dialogue and alarm sequence. Write down three things before farming again: did The Rescue finish, did Kurai advance, and did you enter The Twins before that conversation appeared? This small timeline prevents a common mistake-trying to solve a story trigger with more loot.
Re-enter or review The Rescue only if the end sequence was rushed.
Speak with Kurai after returning to Rogue Harbour.
Inspect unique contracts, not just the ordinary contract list.
Open every Smuggler's Cache found during normal POE 3.29 mapping.

Why The Contract Hunt Feels Brutal
Contract: The Twins is a unique Heist contract, not a guaranteed reward after a fixed number of maps. Available information places it at level 83, with level 5 Lockpicking required and Kurai tied to its progression. It can show up from Smuggler's Caches and reward chests in Heists or Grand Heists after the needed Kurai contracts are complete. That means ten empty Caches don't prove anything; the reward structure is simply random.
Self-Found Grind or Player Trade
Self-found players should fold the search into normal mapping instead of repeating low-value content just for one possible drop. Open Caches, collect useful contracts and blueprints, and keep building your character while waiting. Trade-enabled players can save time by obtaining the unique contract from another player, but only after confirming Kurai's stage. A contract in your inventory won't repair an earlier story mistake, so spending POE trade currency too early can leave you with the same problem and fewer resources.

Give the contract to Adiyah in Rogue Harbour, then prepare for Vic Vox and Vinny Vox rather than treating the encounter as a routine Heist room. The twins shift between melee and ranged behavior, reposition as their life totals drop, and fill the arena with fire damage over time and frost hazards. When one dies, the survivor becomes much more dangerous. Some builds get better results by lowering both bosses together, while high-DPS setups may prefer deleting one quickly. Either way, keep moving and make sure your build can sustain damage while repositioning. Check the contract area level too, particularly when the encounter is tied to a challenge.
